Description
The Commonwealth of Pennsylvania Department of Corrections is seeking an offeror to provide end-to-end delivery and management of a tattoo artist apprenticeship program for up to six incarcerated individuals at SCI Frackville. The contractor will provide an instructor for 32 to 40 hours per week and develop instructional materials and lesson plans covering professional tattooing, disease prevention, sanitation, design, equipment, tattoo techniques, supervised practice, professionalism, business skills, licensing pathways, and reentry employment preparation. The contractor will manage program implementation, classroom instruction, demonstrations, supervised hands-on practice, apprentice records and evaluations, equipment and supply coordination, licensing and regulatory compliance, staff training, monthly progress reports, and final apprentice evaluations. The offeror must be an actively practicing professional tattoo artist with at least three years of experience, a high school diploma or equivalent, current OSHA-compliant bloodborne-pathogen certification, reliable transportation, and the ability to pass required background and PREA checks. Subcontracting for program services is prohibited. Proposals require technical and cost submissions, including a portfolio, instructional video, completed technical submittal, cost worksheet, and specified Commonwealth certification forms.
