Description
The Department of Veterans Affairs is soliciting a contractor to survey, tag, test, and establish an energy baseline for the approximately 673 steam traps serving the Dallas VA Medical Center campus. The contractor must replace 100% of the verified trap population with quick-change trap-station assemblies; furnish, install, commission, and maintain a continuous wireless failure-monitoring system covering all replaced traps; perform semiannual preventive maintenance and dual-method testing; and perform authorized steam-system repairs under a not-to-exceed allowance. The requirement includes wireless transmitters, repeaters, gateways, contractor-operated monitoring and alerting, machine-readable data exports, reporting, training, safety and facility coordination, and documentation. The solicitation requires a base year plus four one-year option periods, for a potential five-year term. Proposals must include separate technical, price, past-performance, and redacted-technical volumes, with technical approaches limited to 25 pages per applicable volume.
