Description
Dallas Area Rapid Transit is soliciting an unpriced technical proposal in the first step of a two-step invitation for bids for development of an Indirect Cost Allocation Plan (ICAP), an electronic Cost Allocation Model, and annual Indirect Cost Rates. The contractor must ensure compliance with federal Uniform Guidance requirements under 2 C.F.R. Part 200 and Federal Transit Administration requirements; gather, allocate, and reconcile cost data; determine the appropriate indirect cost rate classification; calculate indirect costs charged to federal grants; and lead the applicable submission, documentation, and approval process. The scope includes draft and final ICAPs, cost allocation models, indirect cost rates, progress reports, presentations, staff training, job aids, and related documentation. The contract has a three-year performance period with two optional one-year extensions. The technical proposal must address firm qualifications and relevant past performance, project personnel and organization, project approach and quality control, and the proposed model's performance and supportability.
