Description
Dallas Area Rapid Transit is soliciting a contractor to rebuild the Delta and Wye thyristor stacks at Sanders Traction Power Substation. The scope covers all four stacks—D1, D2, Y1, and Y2—and includes removal, detailed inspection, cleaning, insulation and leakage testing, replacement of insulating plastic plates and damaged components, reassembly, reinstallation, electrical and mechanical reconnection, and testing to eliminate the rectifier hot-structure-frame fault and return the equipment to service. The contractor must provide labor, engineering services, specialized tooling, testing equipment, supervision, technical personnel, a custom stack-alignment adapter, manufactured insulating components, and required replacement leads. Deliverables include inspection and test records, commissioning documentation, photographs, redlined drawings, recommendations, and a final field work report. The work also includes on-site training for DART personnel. A two-step IFB requires an unpriced technical proposal followed by a priced bid for technically acceptable bidders; the technical submission is limited to 15 pages, excluding resumes, with an optional one-page introductory letter and up to five pages of supporting information.
