Description
The Department of Veterans Affairs seeks a certified service-disabled veteran-owned small business to provide comprehensive roof preventive maintenance, drainage and debris removal, inspections, documentation, emergency leak response, and corrective repairs for approximately 920,228 square feet of roofing across the Dallas VA Medical Center, Herzog Veteran Resource Center, and Grand Prairie VA Outpatient Clinic. The contractor must furnish all labor, supervision, materials, equipment, vehicles, fall-protection systems, permits, testing, and incidentals. Scope includes low- and steep-slope roof systems, flashings, penetrations, drainage components, roof hatches, skylights, smoke vents, and related weatherproofing; total roof replacement and structural deck replacement are excluded. The work includes a one-time baseline roof asset survey, recurring service based on facility criticality tiers, 24/7 emergency leak response, post-event inspections, warranty protection, authorized corrective repairs, reporting, and transition support. The contractor must meet extensive safety, infection-control, asbestos, lead, environmental, access-control, and manufacturer-certification requirements. Proposals must include separate technical, price, past-performance, and redacted technical volumes, with the technical approach limited to 25 pages and no more than five past-performance references. The contemplated contract is firm-fixed-price, with a base period and four twelve-month option periods.
