Description
Workforce Solutions Greater Dallas is soliciting proposals for Upskill Projects that provide funding assistance for skills training for qualifying employers' full-time permanent incumbent employees. Training must help employers retain a skilled workforce, improve employee and employer competitiveness, or retain workers and avert layoffs. Eligible participating employers must have a physical presence in Dallas County, operate in a high-demand industry such as manufacturing, healthcare, construction, logistics, or information technology, maintain an active and liable Texas Workforce Commission tax account, and meet specified employee-retention and reporting requirements. Public-sector employers are not eligible. Training providers must have a physical presence in Texas and a proven performance record for the proposed training, which must support an industry-recognized skill or credential. Employer cost sharing is required at 10%, 25%, or 50% depending on employer size, and may include qualifying employee wages or other in-kind contributions. Proposals are evaluated on company information, training quality and outcomes, and reasonable, allocable, and allowable course costs. The procurement is open-ended, with no stated project end date, and submissions are accepted through the procurement portal.
