Description

The Bureau of Reclamation is soliciting a firm-fixed-price quote to replace the fixed-wheel gate indicator chain, counterweight, and counterweight well in the forebay of Davis Dam. The contractor must provide personnel, tools, and equipment for underwater work, including four commercially certified divers and topside tender/safety-diver support. The scope includes cutting away pipe straps, removing and retrieving the existing well and counterweight, drilling new chain attachment points, installing a swivel, reinstalling the well, and connecting and installing approximately 86 feet 7.5 inches of 1/2-inch chain. The Government will furnish the replacement swivel, counterweight well, chain, nuts, bolts, crane, operator, rigging, and related hoisting support. Work is scheduled during daytime hours Monday through Thursday, excluding federal holidays, and must use surface-supplied air, hard-wire communications, and independent emergency breathing gas. The quote must include the SF 1449, pricing schedule, dive plan, commercial dive certifications for all diving-team members, past-performance information for similar services performed within the last three years with client contact information, and acknowledgment of Amendment 03. The quote deadline remains September 14, 2026, at 12:00 p.m. Pacific Time. All work, including four days of diving and required submittals, must be completed within 10 calendar days after award. A schedule is due within two days after award; the safety plan, dive hazard analysis, and job hazard analysis are also due within two days after award. A certificate of liability insurance is required within two days after award.
