Description
The U.S. Navy is conducting a request for information and market survey regarding the potential use of a Project Labor Agreement (PLA) for a planned design-bid-build construction project. The anticipated work includes railroad trackage connecting commercial rail service to an on-base processing facility; a low-rise, open-air, standing-seam metal-roofed canopy; reinforced shallow foundations, continuous footings, wide-flange beams and columns; superflat floors for air-pallet operations; and sloped, uninsulated metal roof panels on steel joists. The facility will support receipt and shipment of missile motors, components, and Active Inert Missiles. Respondents are asked to complete the attached PLA Questionnaire and provide information about contractor or labor representation, specialized construction availability, union and non-union labor availability, interest in the project, prior use of PLAs, wage-rate comparisons, and potential PLA-related cost impacts. The anticipated construction magnitude is $25,000,000–$100,000,000, with an anticipated period of performance of approximately 527 calendar days. This notice is for planning purposes only and will not result in a contract award or payment for the requested information.
