Description
The Town of Berlin is seeking proposals from qualified, independent firms to conduct a comprehensive real estate revaluation for the October 1, 2027, Grand List. The work covers taxable, exempt, and public-utility real estate, including land, buildings, and improvements, across approximately 9,029 parcels and a $2.6 billion 2025 gross real estate Grand List. The selected contractor must perform mass appraisal and valuation services using the Town's Vision Appraisal CAMA system, including residential, commercial, industrial, condominium, vacant-land, special-purpose, and public-utility property analysis. Required work includes property inspections and measurements, photography, sales verification, land and building valuation, income and cost approaches, neighborhood delineation, valuation review, assessment notices, revaluation hearings, data updates, reports, and transfer of final records and documentation to the Assessor. The proposal must include a work plan, qualifications, relevant municipal revaluation experience, personnel information and resumes, methodologies, references, financial information, and required certifications and forms. The project includes specified 2027 completion milestones and final record delivery by December 30, 2027.
