Description
The Department of Veterans Affairs intends to issue a VOSB/SDVOSB set-aside, single-award indefinite-delivery/indefinite-quantity contract for contractor-provided third-party pharmacy benefit services supporting a First Fill Prescription Voucher Program for eligible Veterans. Services will provide first or urgent fills when VA pharmacies are unable or impractical to dispense medications, including after-hours emergency visits and time-sensitive prescriptions from outpatient clinics, home-based care, and telehealth appointments. The contractor must maintain an accessible pharmacy network with 24-hour, evening, weekend, and federal-holiday coverage; dispense eligible new prescriptions without refills; follow the VA emergency formulary and prior-authorization controls; provide generic substitution where permitted; maintain prescription and patient-signature records; protect beneficiary information under applicable privacy and security requirements; provide pharmacist counseling and account management; and submit electronic reports and detailed statements. The anticipated contract is a single-award IDIQ with a one-year base period and two one-year option periods. This is a pre-solicitation notice, not a request for proposals, quotations, or bids.
