Description
Sedgwick County seeks one firm to recover returned checks for participating county departments. The scope includes processing referrals, locating and contacting consumers, recurring collection attempts, certified or regular mail, electronic status notifications, monthly ACH remittances, detailed invoicing, and reporting of open and recovered accounts. At the county's request, the contractor must also pursue legal action, including filing complaints, appearing as necessary, and filing wage or income withholding orders, with the contractor responsible for associated costs and legal services. The proposal must address the firm's qualifications, relevant check-recovery and government experience, four similar references, prior terminated or nonrenewed accounts, governmental or accreditation sanctions, collection performance metrics, staff training and supervision, recovery procedures, correspondence and telephone scripts, litigation procedures, conflicts of interest, requested county assistance, and proof of required insurance. The contract begins after Board of County Commissioners approval and runs for two years, with two one-year renewal options.
