Description
The Court Services and Offender Supervision Agency is soliciting supportive housing services for adult male and female offenders, including LGBTQ+ individuals, who need temporary housing stability. The contractor must provide a structured, safe, secure, drug-, alcohol-, and crime-free environment for up to 16 offenders per day, with placements initially lasting 90 days and potentially extending up to 180 days. Services include case management, housing and vocational assessments, Independent Living Plans, workforce development, life-skills programming, referrals to treatment and employment resources, transportation support, daily residence monitoring, discharge planning, and 24-hour facility coverage. The contractor must operate compliant supportive-housing facilities in the District of Columbia, Maryland, or Virginia; provide three nutritionally balanced meals and an evening snack daily; maintain required safety, accessibility, security, food-service, and emergency equipment; and employ qualified program directors, case managers, and residential monitors. The solicitation requires facility documentation and photographs, relevant corporate experience, past-performance information, a completed pre-award inspection checklist, a price sheet, and other specified quotation materials. The purchase order is for a 12-month base period with four 12-month option periods, plus a possible six-month extension under FAR 52.217-8. The procurement is a total small-business set-aside.
