The Bureau of Alcohol, Tobacco, Firearms and Explosives intends to limit consideration to A-P-T Research, Inc., the developer and owner of the proprietary Institute of Makers of Explosives Safety Analysis for Risk (IMESAFR) quantitative risk-assessment software. The requirement supports ATF explosives testing used to create, validate, and improve IMESAFR potential explosion site models and algorithms, including pre-test support, test-plan preparation, site preparation and execution, and post-test support. Site-execution personnel must be trained on Department of Defense Explosives Safety Board TP-21 procedures for collecting, analyzing, and interpreting explosion-produced debris. The scope also includes support for the IMESAFR Science Panel, including development of presentation materials, technical presentations, facilitation of meetings, and completion of post-meeting actions. The stated period of performance is one year, with an initial estimated cost of $50,000. The justification states that A-P-T Research is the sole developer and owner of IMESAFR and the only known source for its underlying software consequence models.
