Description
The Pennsylvania Department of Environmental Protection seeks a contractor to remove and dispose of four gasoline underground storage tank systems at a former auto service site. The scope includes excavation and removal of the four fiberglass tanks (two 8,000-gallon and two 6,000-gallon), associated piping, vent lines, and concrete islands; cleaning and arranging licensed off-site recycling or disposal; and removing residual liquids and sludge if present. The tanks are presumed to contain less than an inch of liquid, but pumping may be required. The contractor must also restrict site access, backfill and regrade the excavation, and perform soil and groundwater sampling if groundwater is encountered. A DEP-certified tank remover must perform or directly supervise tank handling and be on site during those activities. The contractor must prepare work plans and site-specific safety, waste-management, and quality-control plans, and complete closure reporting, including the Underground Storage Tank Closure Report Form. The contract term is 90 calendar days, with work to be completed within 90 calendar days after the official start date. The estimated amount is $0 to $100,000; no bid bond is required. The bid must be submitted electronically through Bid Express, and the Worker Protection and Investment Certification Form must be submitted with the bid.
