Description
The New York State Unified Court System's Office of Court Administration, Division of Grants, Contracts and Procurement, is soliciting one provider for community-based alternative-to-incarceration services for the Manhattan Felony Alternative to Incarceration Court. The program serves approximately 350 active cases involving individuals charged with felonies, including violent offenses, and co-occurring behavioral health disorders. Services include validated risk-needs assessments, individualized treatment and supervision planning, counseling and crisis intervention, intensive case management, court-mandate monitoring, referrals to mental health, substance use, cognitive behavioral therapy, educational, vocational, and prosocial services, court reporting, documentation, data collection, quality-improvement feedback, and supervision. The contractor must integrate peer mentor services; the agency recommends providing two to three peer mentors. Each social worker and case manager may maintain a caseload of no more than 30 participants, with assignments varying according to participant needs, risk level, or participation phase. The awarded contractor will assume responsibility for the existing active caseload and use the Unified Court System's Universal Case Management System for case management, documentation, and reporting. Social workers must hold New York State-required licensure. A qualified New York State DMV-licensed driving school may be proposed as a subcontractor for CDL vocational training, although subcontractor licenses and records are not required with the proposal. The contract is for five years, commencing on or about November 1, 2026, with a maximum first-year appropriation of $2,400,000; later allocations depend on available state appropriations and proposers should not assume inflationary increases.
