Description
The City of Taunton is soliciting proposals for the sale and redevelopment of one approximately 0.16-acre City-owned parcel at 16 Benefit Street, identified as Assessors Map 55, Lot 296. The selected offeror must repair or reconstruct the property and develop it as affordable housing, either maintaining it as affordable rental housing for at least 20 years or selling it to an income-eligible first-time homebuyer under HUD guidelines. Construction or rehabilitation must begin within 180 days after conveyance, and the completed dwelling must remain subject to an affordable-housing restriction for at least 20 years. Offerors must be Massachusetts-registered nonprofit corporations with at least five years of affordable-housing or housing-development experience and must demonstrate development, financing, marketing, and financial capacity. Proposals must include a cover letter, plan of services, price proposal, required certifications and disclosures, and a 5% deposit based on the proposed price. The minimum purchase price is $1,000; the successful offeror must also provide a $10,000 cash or performance bond, released upon issuance of a certificate of occupancy. The property is offered as-is, and the buyer is responsible for permits, approvals, conveyance costs, taxes, and compliance with applicable requirements.
