Description
The City of Laredo is soliciting an annual term contract for as-needed HVAC maintenance and repair services for its bridge system. The scope includes preventive maintenance, standard and emergency repairs, labor, parts, tools, equipment, materials, supervision, installations, permits, cleanup, and 24/7 live-dispatch availability. Emergency requests require a response to the job site within one hour, while non-emergency requests require a phone response within one business day. Contractors must use new manufacturer-specified or approved-equivalent parts, maintain a local spare-parts inventory, provide service reports and signed job tickets, and warrant work for at least 180 days. The contractor must hold at least a Texas Class B HVAC license and submit license copies with the bid. Required submission items include the Company Information Questionnaire, Signed Price Schedule, Conflict of Interest Questionnaire, Non-Collusive Affidavit, Discretionary Contracts Disclosure, and applicable license copies. Form 1295 is required only upon award. The contract term is one year with three additional one-year renewal periods, plus a possible month-to-month extension of up to three months. Insurance requirements apply upon contract execution and include commercial general liability, workers' compensation, employers' liability, commercial automobile liability, and professional liability coverage. Local vendors receive a 5% evaluation preference under Ordinance 2018-O-175.
