Description
The City of Laredo is requesting formal bids for the rental of cylinders and the purchase of welding, industrial, and medical gases for use by various city departments. The solicitation includes acetylene, compressed breathing air, argon and argon mixtures, carbon dioxide, helium, hydrogen, nitrogen, industrial and medical oxygen, propane, cylinder-related equipment, and associated safety, environmental, cylinder-tracking, and rental fees. Bidders must state the brand and packaging for quoted items, provide proposed delivery times, and enclose manufacturers' technical data or Material Safety Data Sheets. Orders will be placed on an as-needed basis through authorized purchase orders, and the City does not commit to purchasing stated quantities. The contract term is three years from execution, with one additional two-year extension available by mutual agreement. Up to three lowest responsive and responsible bidders may receive awards. Required submission materials include the signed price schedule or electronic bid responses, Conflict of Interest Form, Non-Collusive Affidavit, and Certificate of Interested Parties Form 1295; the Form 1295 is described elsewhere as an award-stage filing, so its submission timing is inconsistent within the solicitation. Bids may be submitted electronically through Cit-E-Bid or by hand delivery; mailed, telegraphic, email, and facsimile bids will not be considered. The City applies a 5% local-vendor preference.
