The City of Laredo is seeking statements of qualifications from qualified firms to provide professional design services for the renovation and development of approximately 22 acres along Zacate Creek. The turn-key project includes park entrance improvements; trails, paths, trailheads, parking areas; a visitor center with bathrooms; pedestrian and recreational facilities; benches, tables, water fountains, barbecue pits, bike repair stations, a community garden, kayak launch, birding and viewing platforms, wayfinding, low-water crossings, playscapes, landscaping, irrigation, and amphitheater renovation. The scope also includes site evaluation and constraints analysis, survey coordination, environmental and contamination analysis, hydrology and hydraulic studies, wetland delineation, utility coordination, conceptual alternatives, stakeholder and public coordination, structural, civil, electrical, geotechnical, hydraulic, and landscape design, ADA and code compliance review, construction documents, technical specifications, cost estimates, phasing recommendations, permitting support, and coordination with applicable local, state, and federal agencies. The selected provider must meet applicable Texas professional licensing requirements, perform at least 80 percent of the contracted work with its own workforce, and comply with project requirements associated with Outdoor Recreation Legacy Partnership and Texas Parks and Wildlife Department funding. Qualifications are evaluated on firm experience, team qualifications, technical approach, project management, and past performance; the contract term will be determined after selection and award.
