Description
Fort Pierce Utilities Authority is soliciting proposals from qualified licensed electricians and commercial subcontractors for site construction and installation of a new 28 MVA, 69/13.8 kV TT3 transformer at its Totten Substation. FPUA will furnish certain major equipment, while the contractor will perform civil and site preparation work, foundations, grounding, underground raceway and conductor installation, structural steel work, equipment setting and assembly, protection and control wiring, testing, commissioning, energization support, quality-control documentation, and as-built documentation. Addendum No. 2 clarifies that the contractor must pull underground conductors, provide and install cable terminations and splices, test installed cables and conductors, and perform comprehensive medium-voltage equipment testing and commissioning in accordance with ANSI/NETA ATS-2025, applicable IEEE/ANSI standards, manufacturer recommendations, approved drawings, and FPUA requirements. The contractor must provide qualified testing personnel, calibrated equipment, procedures, written test reports, deficiency correction, retesting, and commissioning coordination. FPUA will perform SF6 gas filling, regulator programming, SCADA/RTU programming, and communications testing; the contractor will support FPUA with alarms and indications. The proposal package requires pricing, qualifications, safety and financial-capacity information, insurance evidence, references, a workmanship guarantee, and a milestone/timeline payment schedule. The project must be completed and accepted by June 1, 2027.
