Description
The County seeks an on-call contractor to supplement its disaster readiness, response, and recovery capacity throughout the disaster lifecycle. Services include readiness and onboarding; rapid disaster documentation and cost tracking; damage assessments and project identification; FEMA Public Assistance project development and obligation; reimbursement and financial reconciliation; appeals, audits, and dispute resolution; project closeout; and ongoing program management and reporting. Work is activated as needed, with remote support capability within 12 hours and requested onsite deployment within 24 hours of authorization. Proposals are evaluated on firm experience and past performance, staffing and capacity, technical approach, specialized recent FEMA cost-recovery experience, and cost. Respondents must provide fully burdened hourly rates and complete the required proposal responses and exhibits. The intended contract runs through December 31, 2030, with two one-year extensions.
