Description
The City seeks a qualified consultant to develop a Bicycle Study Policy that establishes objective metrics, implementation thresholds, and a decision-making framework for future bicycle infrastructure projects. The work includes reviewing existing city plans and prior bikeway studies, assessing peer-agency practices, and incorporating community input. The resulting policy is intended to clarify when bicycle projects may proceed administratively and when City Council approval is needed for parking removal or roadway reallocation. The scope also includes public outreach and engagement, including community surveys and meetings, Bicycle and Pedestrian Advisory Committee meetings, and support for City Council presentations. The consultant will develop guidance for protected bicycle facilities, including parking-protected lanes, and prepare technical memoranda, implementation guidance, and draft and final policy reports. The final report must be provided electronically in PDF and Word formats and in two bound hard copies.
