The National Institutes of Health, National Institute of Mental Health Functional Magnetic Resonance Imaging Core, is procuring a new research-dedicated 7-Tesla ultra-high-field MRI system or technical equal for clinical and preclinical human MRI research. The system must include a dedicated local head gradient subsystem with at least 200 mT/m amplitude and 900 T/m/s slew rate, active shimming, 8-channel transmit and 64-channel receive capability, multinuclear receivers, advanced reconstruction hardware, raw-data access, pulse-sequence source code, custom-coil interfaces, and a compatible scanner table. Siemens MAGNETOM Terra.X Impulse Edition is the brand-name baseline, but technically equivalent systems are permitted. This is a single-award, firm-fixed-price, turnkey acquisition covering equipment, engineering project management, specialized rigging, room preparation and RF/EMI shielding, facility and mechanical installation, calibration, onsite applications and development training, one year of comprehensive warranty and software maintenance, and deinstallation, extraction, and disposal of an existing Siemens 7T Plus system. Amendment 0005 requires separate firm-fixed prices for each line item, including room preparation labor under Wage Determination No. 2015-4269; bundled technical and manual logistics labor under one lump-sum line item will be rejected. The period of performance is 18 to 24 months from award, with service and warranty options through contract year 5. Proposals must address technical equivalence where applicable, past performance, pricing, trade-agreements certification, accessibility conformance, and, if submitted by a large business, a small business subcontracting plan.
