Description
Riverside Community College District is seeking qualified consultants to provide as-needed administration of its Community Workforce and Student Opportunity Agreement across Measure CC capital construction projects. The scope includes program mobilization, administration planning, front-end and bid-specification support, pre-bid and pre-construction assistance, contractor and subcontractor outreach and training, labor and union coordination, targeted/local-hire and student-participation implementation, and grievance and dispute coordination. The selected consultant will monitor certified payroll, apprenticeship, wage, workforce-participation, and other compliance requirements; conduct site visits, worker interviews, and audits; issue compliance notices and corrective-action plans; maintain a labor-compliance and workforce-tracking system; prepare monthly and quarterly reports, dashboards, board presentations, closeout documentation, and audit files; provide technical assistance and help-desk support; and advise on program-level risks, policy updates, process improvements, and continuous improvement. The proposal must include qualifications, relevant project experience, key personnel, work plan and methodology, community engagement, quality-control, scheduling, budget and document-control approaches, technology and innovation, references, litigation records, and a fee proposal with staffing and cost projections.
