Description
Sumter School District is seeking a qualified consultant to manage and support the district’s E-Rate program. Services include developing the overall application strategy; preparing Form 470, Form 471, reimbursement, eligibility, billing, and other required filings; assembling Item 21 attachments; tracking applications, deadlines, funding decisions, and document retention; responding to PIA requests; preparing SPIN change, service substitution, and deadline-extension requests; and assisting with FCC, USAC, and SLD appeals, selective reviews, and audits. The consultant must have specialized E-Rate funding-analysis expertise and experience with end-to-end information systems, school districts, procurement compliance, and applicable federal, state, and local requirements. Proposals must address qualifications, organizational background, methodology and project plan, references, staffing, financial capacity, insurance, and pricing. The contract is for one year with four additional one-year renewal options, for a maximum five-year term; renewal is automatic unless either party provides at least 120 days’ notice of withdrawal. Pricing must include a fixed annual fee and hourly rates for off-site compliance support, plus an approved daily rate for on-site travel.
