Description
Bellingham Public Schools is soliciting proposals from qualified design-build contractors for a complete rooftop photovoltaic system at Sehome High School. The work includes final electrical and structural engineering, permitting, procurement, installation, testing, commissioning, training, operation and maintenance documentation, and utility interconnection. The new system must provide at least 557.38 kW DC and exactly 380.00 kW AC, produce at least 561,461 kWh in its first year, and use a hybrid ballasted and mechanically attached mounting configuration within specified roof-loading limits. The contractor must integrate the new system with the District’s existing 100.48 kW DC/100.00 kW AC SolarEdge system into a single generating facility and point of interconnection, including a common AC combiner, monitoring reconfiguration, condition documentation, and planned outage coordination. The proposal must address occupied-school construction, Washington licensing and prevailing-wage requirements, 15% apprentice utilization, federal tax-credit compliance, prohibited foreign entity restrictions, and required workforce documentation. The solicitation is a best-value RFP with a mandatory site walk and requires a completed response workbook, a separate project approach narrative, and specified technical, licensing, insurance, bonding, warranty, and equipment attachments.
