The City of Bellingham is soliciting sealed construction proposals for replacement of sludge storage tanks and an odor-control system, installation and replacement of sludge, sump, return activated sludge, waste activated sludge, and dewatering pumps, and associated piping and instrumentation. The project also includes structural modifications, demolition of the existing Chlorine Building and other structures and equipment, excavation, shoring, dewatering, pile installation, electrical work, HVAC improvements, repairs to affected structures, temporary piping, and commissioning. The stated price range is $14.1 million to $17 million. Proposals must use the City-provided Bid Proposal form and include bid security of at least 5% of the total bid. A 100% payment and performance contract bond is required. Optional pre-bid walkthroughs are scheduled at the facility on September 17 and September 28, 2026.
