Description
Bellingham Public Schools is soliciting proposals from qualified design-build contractors for a complete rooftop photovoltaic system at Squalicum High School. The required system is a minimum 498.22 kW DC and exactly 400.00 kW AC, with minimum first-year production of 494,598 kWh. The scope includes final design and Washington-licensed engineering, equipment and materials, permits, utility coordination, installation, testing, commissioning, monitoring, training, operation and maintenance documentation, and placement in service. The system will be installed on the school's upper flat roof sections using a hybrid ballasted and mechanically attached mounting system with seismic anchors, limited to 5.00 psf distributed dead load. The contractor must provide modules, inverters, module-level power electronics, racking, electrical interconnection equipment, conduit, rapid shutdown, monitoring, and associated balance of system. The proposal must address structural verification, roof warranty protection, PSE Schedule 152 interconnection, occupied-school logistics, prevailing wage and apprenticeship requirements, prohibited foreign entity and FCC Covered List compliance, and workforce standards supporting the District's potential sales-tax remittance. The solicitation requires a completed Contractor Response Template, a separate project approach and methodology narrative, and specified technical, licensing, insurance, bonding, warranty, and compliance attachments.
