Description
Bellingham Public Schools is soliciting a single design-build contract for three photovoltaic scopes: a 100.34 kW DC/80.00 kW AC system at Cordata Elementary School using non-penetrating clamps on a new standing-seam metal roof; a 70.76 kW DC/60.00 kW AC ballasted system with seismic restraint anchors at the District Office; and a 34.80 kW DC expansion of the existing 220.98 kW DC Happy Valley Elementary School array using the existing SolarEdge SE120K-US inverters. The contractor must provide final engineering, permits, utility coordination, equipment, installation, commissioning, monitoring, training, warranties, and site-specific closeout documentation. Minimum first-year production is 105,714 kWh at Cordata, 75,161 kWh at the District Office, and 35,218 kWh for the Happy Valley expansion. The proposal must cover all three sites under one contract and comply with roof loading, fire access, structural, electrical, Washington prevailing-wage, utility interconnection, FCC Covered List, and prohibited foreign entity requirements. The contractor must submit the District's response workbook, a separate project approach and methodology narrative, a project schedule, qualifications and reference information, equipment and warranty documentation, insurance and surety evidence, and roof/racking manufacturer confirmations. The Happy Valley expansion must be placed in service first, and the project includes substantial completion and final placed-in-service milestones for all three sites.
