Description
Larimer County is requesting quotations from one firm to develop a detailed Cost Allocation Plan compliant with 2 C.F.R. 200, Appendix V, and 45 C.F.R. 95, Subpart E. The plan will support the County's recovery of indirect costs charged to grants and contracts and must allocate central-service departments, establish appropriate allocation bases and methodologies, identify allowable costs, and provide a defensible model that can be updated as organizational structures and costs change. The contractor must provide electronic Excel and PDF copies meeting WCAG 2.1 Level AA, two bound copies, and all related documents and materials. The contractor must complete the plan using 2026 actual costs by June 30, 2027, and defend it for three years after delivery if audited or challenged by federal or state representatives. Respondents must demonstrate at least five years of relevant experience, provide at least three recent references, identify qualified staff, describe their approach and schedule, submit pricing for three completed CAPs, and address the County's Professional Services Agreement.
