Description
The contemplated utility energy service contract covers the design, engineering, construction, commissioning, and financing of an energy-resilience project. The project includes a combined heat and power plant with three natural-gas-fired turbines and heat-recovery systems, an island-capable microgrid, an absorption chiller using recovered waste heat, electrical substation relocation and upgrades, and natural-gas and grid-interconnection improvements. The estimated peak electrical demand is 19 MW, and the project is estimated at approximately $45 million. The scope also includes an investment-grade audit, testing, construction management, operator training, and turnover documentation. This is a notice of intent to sole-source the UESC to Baltimore Gas and Electric; it is not a request for competitive proposals. Other capable sources may submit a PDF capability statement demonstrating utility-service authority, infrastructure and interconnection capabilities, comparable project experience, and financing capacity for the Government's consideration.
