Description
The Naval Facilities Engineering Systems Command Atlantic plans to procure a design-bid-build, firm-fixed-price project to construct a power plant and electrical distribution system at Chabelley Airfield. The plant will include six 830-eKW diesel generators, fuel storage and polishing systems, fuel and diesel exhaust fluid handling, and a generator control system. The electrical scope includes underground infrastructure, switchgear, a programmable generator-paralleling control system, duct banks, and a pad-mounted transformer. The project also includes a prefabricated control facility and related canopy and concrete slab work. The anticipated period of performance is approximately 1,045 calendar days after notice to proceed, and the stated construction magnitude is $25 million to $100 million. The procurement is unrestricted and full and open. The presolicitation identifies Experience, Technical Solution, Safety, and Past Performance as anticipated non-price evaluation factors. An organized site visit is scheduled for December 9, 2026; attendance is limited to two people per contractor, and visitors must submit the completed base-access memo and identification/passport copies by November 16, 2026. This is a presolicitation notice, not a request for proposals; the solicitation is expected to be issued around November 5, 2026.
