The California High-Speed Rail Authority is issuing RFQ HSR26-20 for qualified private-sector developers to originate, develop, finance, and implement corridor-wide clean energy and asset-commercialization projects within the high-speed rail corridor. Potential projects include utility-scale clean power generation, transmission and distribution infrastructure, broadband and fiber-optic infrastructure, information technology infrastructure, station-site development, and other revenue-generating opportunities that do not interfere with high-speed rail operations. The procurement uses a phased structure: a six-month Project Identification Agreement for due diligence, project identification, assessment, and proposals; potential Pre-Development Agreements for engineering, environmental review, permitting, grid interconnection, site control, financing commitments, and financial planning; and potential Development and Lease Agreements for project financing, construction, commissioning, operations, maintenance, asset management, and revenue sharing. The PIA has a total contract value of $1.00. Respondents must demonstrate substantial development and financing experience, including at least four comparable past development projects, at least one clean-energy project, at least three comparable revenue transactions, and minimum assets under management of $15 billion plus $1 billion in committed and undeployed capital. The RFQ requires three separate SOQ volumes and permits multiple awards.
