Description
The City of Los Angeles Department of Cannabis Regulation is seeking a fully managed, cloud-native SaaS solution for commercial cannabis licensing, compliance, and enforcement. The system must support a mobile-friendly public application portal; configurable, low-code workflows; license issuance, renewals, amendments, social equity tracking, inspections, complaints, violations, enforcement actions, GIS-based zoning and proximity checks, and human-reviewed decision support. The vendor will configure and implement the platform, migrate and archive data from the legacy Accela-based system, conduct at least three mock conversions, build integrations with the City's Universal Cashiering System, LATAX, FMS4LA, GIS, identity provider, and related systems, and provide reporting, audit trails, data export, training, sandbox environments, Tier 2/3 support, maintenance, security patches, and ongoing enhancement services. The proposed solution must support 100 internal City users, 120,000 annual transaction events for pricing purposes, business-hours service desk support, and five-year pricing for recurring SaaS and support costs.
