Description
The U.S. Department of Labor, on behalf of the Mine Safety and Health Administration, requires replacement of the Building 1 HVAC chiller at the Approval and Certification Center. The contractor must provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to remove and properly dispose of the existing Carrier chiller, procure and install a new warranted 150-ton Carrier or equivalent unit, and connect it to the existing infrastructure. The work includes removing glycol; replacing the existing chiller and main valves; reworking piping, electrical, and control wiring; reinsulating piping and valves; recharging the system with legacy glycol and additional glycol as needed; and starting and testing the system. The new chiller must have two independently operable 75-ton circuits and E-coated coils. Contractors must provide proof of West Virginia HVAC Master licensing, chiller-trained service certificates or equivalents, and at least two references demonstrating five years of recent experience removing and replacing comparable 150-ton chillers. The contractor must also provide a construction safety plan, quality-control procedures, and a quality-control plan within 10 days after award. Work must be completed within 120 days after delivery of the new units, with removal and shutdown beginning no later than five days after delivery.
