Description
Allegheny County is soliciting bids for the supply and delivery of approximately 500 cases of RiVive naloxone nasal spray from Harm Reduction Therapeutics. Each case contains 24 twin-packs, and the specified product is an FDA-approved, over-the-counter nasal spray containing 3 mg of naloxone hydrochloride for reversal of known or suspected opioid overdoses, including fentanyl overdoses. Alternate products may be proposed if they are of equal character and quality; bidders must identify the manufacturer and catalog reference for any alternate. The contract period is November 1, 2026, through October 31, 2027, with two one-year renewal options. Deliveries will occur on agreed-upon days one to two times per week. Bidders must submit pricing electronically and complete the required participation, vendor, sustainability, and other solicitation documents. The solicitation includes veteran-owned small-business participation requirements, MWDBE goals, extensive insurance requirements, and submission of a Material Safety Data Sheet for each hazardous substance or mixture supplied.
