Description
The Mine Safety and Health Administration's Approval and Certification Center requires replacement components for its B-4 diesel engine laboratory. The contractor must provide and install OEM control and data acquisition hardware, a Windows-based control and data acquisition software system, dynamometer control, throttle control, 16 J-type thermocouple inputs, specified pressure transducers, load-cell and tachometer inputs, humidity sensing, and pressure-sensor inputs for an LFE. The system must support the existing dynamometers and diesel engines and, if possible, interface with specified particulate, fuel-measurement, gas-analysis, methane-analysis, and dew-point instruments. Optional items include a handheld controller and electronically controlled throttle control. The requirement is a firm-fixed-price delivery order with products and installation performed at the Approval and Certification Center. Work must be completed within seven months because of manufacturer lead times. The contractor must provide all resources, comply with applicable OSHA safety standards, maintain quality-control procedures, and provide equipment maintenance, testing, calibration, repair, and certification documentation after completion. Award is expected to be made on a lowest-priced technically acceptable basis, with technical compliance and price evaluated separately.
