ERIE COUNTY REQUEST FOR PROPOSAL The Erie County Department of Social Services is seeking proposals from qualified agencies to provide Rental Supplements and Case Management. All correspondence, communications and/or contact with the County in regard to any aspect of this proposal shall be with the ECDSS contact person listed on the specific RFP. Prospective proponents, or their representatives, shall not make contact with or communicate with any representatives of the County, including employees and consultants, other than the designated person in regard to any aspect of this proposal. Description
Erie County Department of Social Services is seeking a qualified agency to administer the New York State Rental Supplement Program beginning April 1, 2027. The selected provider will determine eligibility within 30 days of referral, substantiate claims, notify applicants, issue rental supplement payments to landlords, and provide local, in-person case management to individuals and families experiencing homelessness or facing imminent loss of housing. Approximately 300 households are expected to be served annually. The provider must assist with applications and documentation, coordinate with landlords, support housing retention and long-term housing planning, manage eligibility changes and potential fraud, maintain records for at least six years, submit quarterly payment reports, and use culturally sensitive, trauma-informed, and solution-focused practices. The available vendor funding is $3,797,076 from a total state allocation of $3,874,568, with administrative costs capped at 15% of the direct service program budget. Proposals must be submitted as separate Appendix A, B, and C documents. Appendix A is the buyer-provided Proposal to Provide Service form and includes extensive program, service-delivery, cultural-competency, performance-measurement, staffing, and budget narratives, along with Schedule A: Proposer Certification. Appendix B contains the signed fiscal certification and budget forms. Appendix C requires the most recent independent CPA audit, management letter, and officer and board listing.
