Description
The City of Buffalo's Department of Public Works, Streets and Sanitation Division is soliciting qualifications and flat-rate proposals for municipal yard waste management. The selected contractor must provide one or both of two service options: operate a composting or processing site accepting deliveries from the City and residents, or collect yard waste from City-designated sites and transport it to the contractor's facility. Services include consolidation, hauling, processing, composting, mulching or biomass conversion, environmentally compliant disposal, weighing or tonnage estimation, weight-slip documentation, and monthly volume reporting. The work covers leaves, brush, branches, limbs, stumps, trees, plant cuttings, roots, and similar yard waste, with an anticipated volume of up to approximately 10,000 tons per year but no guaranteed minimum or maximum quantity. All operations must comply with New York State Department of Environmental Conservation Part 360 regulations. The response is limited to 20 pages and must include a cover page, cover letter, table of contents, relevant experience and references, project approach, and diversity commitment, along with a completed fee proposal for each scope option. The contract is anticipated to have a five-year base term and a two-year optional renewal, with annual price increases capped at three percent.
