Engineering Services for Customer Programs and Utility Fleet Electrification

The Southern California Public Power Authority (SCPPA) is issuing a Request for Proposals (RFP) for engineering services to support customer programs and utility fleet electrification. The scope includes program design, savings estimation, reporting, and the development of program support tools such as tracking spreadsheets, databases, dashboards, and calculators for internal utility use. Respondents may propose services for any of five categories, each with subcategories that must be fully addressed. The contract is open to all SCPPA member utilities, and task orders will be issued on an as-needed basis. SCPPA is open to software-driven approaches, virtual energy audits, and various savings methodologies, provided savings data is included for utility reporting. Subcontractors may be identified later, and pricing should include specific examples of fees, labor rates, and service charges.
