Description
The Department of Veterans Affairs is conducting market research for a firm-fixed-price service contract supporting the Puget Sound VA Health Care System’s DOT commercial-driver compliance program. The requirement covers commercial-driver physical examinations; random, pre-employment, reasonable-suspicion, return-to-duty, post-accident, and follow-up controlled-substance and alcohol testing; drug-pool administration; clinic, laboratory, and medical review officer coordination; required forms and records management; compliance audits; reporting; and regulatory and technical assistance under applicable Federal Motor Carrier Safety Regulations. The estimated requirement is for 18 employees. The contractor must provide a dedicated service specialist, maintain a secure centralized electronic database and client portal, monitor test results and documentation, support corrective actions and DOT audits, retain required records, and coordinate monthly invoicing and payment of clinics, laboratories, and medical review officers. The contractor must provide off-site services, with only intermittent, escorted access to VA facilities if needed. The anticipated contract structure is a base period plus four option years. This is a Sources Sought notice, not a solicitation or commitment to award a contract; respondents are asked to submit company information, socioeconomic status, a courtesy quote, and a capabilities statement addressing similar services.
