Description
The Department of Veterans Affairs is soliciting quotes for 41 brand-name-or-equal manual roller shades with roller springs, custom arched fascia, and related components for Pod S in Building 148 at Hampton VA Medical Center. The contractor must provide all labor, materials, equipment, transportation, supervision, field measurements, project management, delivery, installation, cleanup, punch-list work, and removal and disposal of existing window treatments. The requirement includes white-glove installation, coordination around patient care, a local on-site project manager or lead installer, and compliance with manufacturer installation requirements. The solicitation requires new OEM items or products from an authorized dealer, distributor, or reseller; gray-market, used, refurbished, remanufactured, and counterfeit items are prohibited. Or-equal offers must include product literature, and an or-equal bidder must provide a product sample for on-site evaluation within two weeks after bid submission. Quotes will be evaluated based on technical capability, past performance, and price. The submission must include a completed and signed SF 1449, a technical proposal, a bill of materials without pricing, a project staffing plan, a project management plan, a self-certifying statement confirming the ability to meet project needs and deadlines, and a separate price quote with labor and installation identified. At least three similar healthcare-facility projects must be provided, including project names, scope, and facility contact information.
