Description
The Grand Junction Regional Airport Authority is soliciting proposals for a turnkey, fully functioning parking access and revenue control system (PARCS) for Grand Junction Regional Airport. The selected contractor must provide all required hardware, software, civil, electrical, engineering, mechanical, administrative, installation, integration, testing, training, documentation, warranty, and technical support services under one contract. The system will support the main parking area, covered nested parking, an exit plaza, and a future extended parking lot, with entry and exit devices, automated stations, fee computers, barrier gates, proximity-card readers, license plate recognition cameras, intercoms, vehicle-detection loops, servers, networking equipment, and related infrastructure. The proposal must include a turnkey base-system price, ongoing software and operating costs for each of the first five years, installation and training costs, optional feature pricing, warranty costs, recommended spare parts, and a proposed installation schedule. The contractor must provide at least two weeks of training, including at least 60 hours of on-site post-installation training, a minimum two-year parts-and-labor warranty, as-built drawings, system documentation, and a 100% performance bond. Required proposal materials include the firm's technical and implementation approach, relevant airport experience, at least five similar-project references completed within the last five years, key personnel qualifications, service capabilities, equipment literature, warranty and support information, a transition plan, a proposed schedule, company background information, pricing, the completed Exhibit D cost proposal, and the completed E-Verify certification and non-collusion affidavit in Exhibit E.
