Description
The City of Columbus, through its Department of Public Service and Division of Mobility and Parking Services, is seeking comprehensive management services for an off-street parking portfolio comprising approximately 4,247 spaces across five garages and two surface lots. The scope includes day-to-day operations, staffing, customer service, revenue collection and reconciliation, monthly permit administration, special-event operations, housekeeping, maintenance, snow and ice removal, facility-condition reporting, and support for portfolio expansion. The selected contractor must operate the City's centralized Parking Command Center, support license plate recognition and gate-based parking access and revenue control systems, integrate approved mobile payment options including ParkColumbus/ParkMobile, provide a mobile-accessible work-order and preventive-maintenance platform, and maintain formal quality-assurance and revenue-integrity programs. Proposals must address transition planning, staffing, technology implementation, subcontractors, financial transparency, and IPMI accreditation or comparable qualifications. Compensation will be through a fixed monthly management fee plus approved reimbursable operating expenses.
