Description
The Department of Veterans Affairs seeks a single small-business contractor to establish a five-year Blanket Purchase Agreement for semen analysis and post-vasectomy semen analysis mail-in test kits. The contractor must provide complete kits, prepaid return mailers, shipping and specimen logistics, laboratory processing, patient and clinician reporting, replacement kits when results are delayed or invalid, and related supplies and support. Post-vasectomy pricing covers the initial test plus up to two retests for each patient, and the kits must support at least 48 hours of specimen stability after collection. The Government will consider direct-to-patient shipment, although delivery by healthcare staff is preferred. The contractor must provide CLIA-certified laboratory services. A secure web portal with clinician result retrieval is the minimum reporting requirement; VistA/HL7 integration and secure fax are not mandatory. Kits should have at least six months of room-temperature shelf stability. The requirement remains a total small-business set-aside, and the response deadline has been extended to September 18, 2026, at 7:00 a.m. Pacific Daylight Time. The amendment removes the previously stated CAP licensure or accreditation requirement.
