Description
Cosumnes Community Services District is seeking a comprehensive electronic citation management system to replace paper citation books and support Park Rangers and Fire Department personnel. The solution must provide mobile citation issuance, offline operation and synchronization, portable printing, GPS and photograph capture, electronic signatures, citation review, audit history, and a secure web-based management system. The contractor must provide implementation, configuration, possible data migration, training, maintenance, technical support, security, disaster recovery, reporting, public payment portal services, payment processing, notice generation and mailing, administrative review and hearing support, revenue reconciliation, and collection services when requested. Required capabilities include online, telephone, mail, and potentially in-person payments; integration with the District's systems; Azure single sign-on, multifactor authentication, SCIM, encryption, role-based security, PCI DSS compliance, ADA and WCAG accessibility, and secure data export. Proposals must separately include a Technical Proposal and Price Proposal, along with the required narrative sections, references, work plan, disclosures, agreements and warranties, and contract exceptions or alterations.
