Wayne County is soliciting proposals for professional legal support to recover delinquent accounts receivable for its nursing home. The selected contractor will review referred accounts, provide consultation, pursue collections and settlements, issue demand notices, conduct appropriate legal actions, and support estate proceedings, debtor-creditor matters, guardianship proceedings, Medicaid applications, denials, fair hearings, and related nursing-facility issues. The scope also includes account follow-up, customer communications, secure electronic referrals and transmissions, real-time and periodic reporting, customer support, management meetings, and training concerning Medicaid and collections best practices. The contractor must be licensed to practice in New York State, comply with HIPAA and applicable debt-collection laws, and may not propose or substitute third-party debt-collection subcontractors. The opportunity uses hourly pricing for senior counsel or associates, paralegals, and any other proposed rates. The contract is for three years, with two additional one-year renewal options. The project is scheduled to commence January 1, 2027. Proposals are evaluated on cost, recovery performance and strategy, relevant expertise, firm qualifications, and key personnel.
