Description
Cole County is requesting proposals from qualified consumer and commercial collection agencies to recover delinquent EMS accounts. The selected single contractor will formally demand payment, maintain compliant records, remit collections monthly on a net basis, provide statements showing gross recoveries and withheld commissions, and submit detailed reports. Accounts are primary placements, become eligible after 90–120 days without payment, and are placed monthly; approximately 4,040 accounts were placed from November 2025 through July 2026, with an average account balance of $1,363. The contractor may report unpaid accounts to the three national credit bureaus and must maintain registration and licenses required to conduct collection business in Missouri. The contract is anticipated to begin October 1, 2026, with go-live within 30 days of contract execution. It has a one-year term renewable annually for up to five consecutive years. The County will not forward previously placed accounts to the new contractor, and the incumbent will retain accounts placed during its contract term. The County has no specific insurance requirements. Addenda 1 and 3 require acknowledgment and signature, and the solicitation also requires the listed anti-collusion and E-Verify forms.
