Description
The City of Lemon Grove is seeking an experienced debt collection agency to recover outstanding municipal debts, including past-due invoices; administrative and parking citations; business and dog license renewals and fines; engineering inspection charges; false alarm fees; fire department citations and fees; past-due permit fees and rents; returned checks; tobacco retail license renewal fees; and unpaid sewer connection fees. Services will cover accounts associated with the City's Finance, Public Safety, Parks and Recreation, Engineering, and Community Development departments. The selected agency must comply with applicable federal and California debt-collection laws, maintain confidential and auditable account files, support paper and electronic account referrals and debtor payments, handle credit-bureau corrections, bear collection-related expenses, remit collections monthly, and provide monthly and annual reports. Proposals must include the firm's qualifications and experience, methodology, relevant government references, fee proposal, and agreement review statement. The contract may be extended for up to four additional one-year periods, and the solicitation evaluates methodology, qualifications, similar municipal experience, staffing, and fees.
