]REQUEST FOR PROPOSAL : GRASSLANDS HOMELESS SHELTER OPERATIONS AND RELATED SERVICES
Description
Westchester County, through its Department of Social Services, is soliciting a contractor to operate the Grasslands Homeless Shelter and provide related services for individuals approved by the County and placed at the facility. The scope also includes specialized model treatment services for homeless level 2 and level 3 sex offenders placed at the facility. The solicitation package includes Schedule B, a budget template requiring separate budgets for an initial year and four option years, and Schedule B-1, a budget-justification template requiring explanations for personnel, telecommunications, miscellaneous, contractual or subcontractor, and administrative and overhead costs. The templates identify an initial term from January 1, 2027, through December 31, 2027, followed by four annual option years through December 31, 2031.
